Your Excellencies Presidents Sassoli, Dr. Juncker and Dr. von der Leyen,


The candidates for the new EU commissioners were presented last week (Web link to press release). In the new commission the areas of education and research are not explicitly represented anymore and instead are subsumed under the "innovation and youth" title. This emphasizes economic exploitability (i.e. "innovation") over its foundation, which is education and research, and it reduces “education” to “youth” while being essential to all ages.

We, as members of the scientific community of Europe, wish to address this situation early on and emphasize both to the general public, as well as to relevant politicians on the national and European Union level, that without dedication to education and research there will neither exist a sound basis for innovation in Europe, nor can we fulfill the promise of a high standard of living for the citizens of Europe in a fierce global competition.

President von der Leyen, in her mission letter to commissioner Gabriel (Web link to Mandate Letter), has emphasized that “education, research and innovation will be key to our competitiveness”.

With this open letter we demand that the EU commission revises the title for commissioner Gabriel to “Education, Research, Innovation and Youth” reflecting Europe’s dedication to all of these crucial areas. We also call upon the European Parliament to request this change in name before confirming the nominees for commissioner.

    At the beginning of the hearing MEP Sabine Verheyen (Germany, EPP) briefly commented on the absence of the term research in the new portfolio title. In the remainder of the hearing no specific question was asked in regards to priorities for basic science and research.     Response from the former President of the European Parliament

    The office of Antonio Tajani (EPP, Italy) has acknowledged receipt of the open letter, pointing out that under his tenure "the European Parliament voted in favour of many reports to support Horizon Europe in the next Multiannual Financial Framework 2021-2027. The position of the Parliament is very clear: we want a +50% of budget dedicated to Horizon Europe (up to 120 billion, compared to the 80 billion allocated for the current MFF)." (photo © EU 2019)

    Confirmation vote delayed

    ITRE committee coordinator response

    The office of Dr. Christian Ehler (EPP) confirms that the ITRE committee supports the renaming of the portfolio title of commissioner-designate Mariya Grabriel. A "letter was sent from the ITRE Chair Ms Valean to Parliament President proposing a title change and this topic was also discussed with Ms von der Leyen directly when she visited EPP ITRE colleagues". "Dr Ehler is also deeply concerned about the budget cuts and this is why he is meeting Mr Oettinger in mid-November." "Dr Ehler also meets with DG Mr Paquet regularly." "In addition, he met with Ms Gabriel this week in Strasbourg on budget and to discuss her portfolio." The ITRE committee continues "to urge the community to engage specially with their finance (and research) Ministers to avoid any budget cuts and secure the €120bn proposed by the Parliament, which we will fight for during the MFF discussions."     Horizon Europe budget campaign by Initiative for Science in Europe

    The Initiative for Science in Europe, an independent platform of European Learned Societies and Research Organizations created in 2004, has recently launched a campaign to secure the original funding plan for Horizon Europe by the European Parliamanet of 120 billion Euro.     Von der Leyen commission insists on "Innovation & Youth"

    The von der Leyen commission announces in a press release that while it will rename three of the commissioner portfolios, adding the term "education" and "research" to the portfolio of Mariya Gabriel is not part of the changes. Since the European parliament has not made its support of commissioner-designate Gabriel dependent on the change in title, no further changes are expected.     In a welcome last minute move, commission president Dr. von der Leyen announces during the final presentation of her program at the European Parliament this morning that the portfolio of commissioner Mariya Gabriel will be renamed "Innovation, Research, Culture, Education and Youth".
